SECTION 2 – REQUEST FOR CLARIFICATION
From the time of receipt of this Request for Proposal (RFP) until the awarding of the contracts,
bidders are hereby cautioned to limit any communications with the District. Please do not
contact any personnel in the District and request a meeting or call. No phone calls will be
accepted or returned. All questions must be provided in writing to the names and email
addresses named below to ensure the integrity of the RFP process. Any attempt to circumvent
the RFP process by contacting personnel at this institution by any other means could result in
the disqualification of the bidder.

ADVERTISEMENT FOR BIDS
Morgan County School District will receive sealed bids for construction of the Coalfield School Wastewater Treatment Plant until 10:00 AM, local time on August 1, 2025.
Bids must be delivered to:
Morgan County Schools, Attn: Jamie Pemberton, 136 Flat Fork Road, Wartburg, TN 37887 at which time the bids will be publicly opened and read aloud. Late bids will not be accepted nor returned. The project will generally consist of the following: installation of an Aquapoint Bioclere wastewater treatment plant and a drip irrigation field.
  • The Bidding Documents, including the Information for Bidders, Bid Form, Agreement, Plans, and Forms
    of Bid Bond, Performance and Payment Bonds, and other Contract documents may be examined at the
    following locations: (1) Ardurra Group, Inc., 2160 Lakeside Centre Way, Suite 201, Knoxville, TN 37922
    (2) Morgan County Schools, 136 Flat Fork Road, Wartburg, TN 37887; (3) Knoxville Builders’ Exchange,
    300 Clark Street, Knoxville, TN 37921; and (4) Dodge Construction Network, www.construction.com (877-
    784-9556).
  • Electronic copies of the Bidding Documents may be obtained by prospective bidders by contacting Ardurra Group, Inc., 2160 Lakeside Centre Way, Suite 201, Knoxville, TN 37922 (865-251-5070). There is no cost for electronic copies. No individual copies of drawings or specifications sections will be available.
  • The Owner reserves the right to waive any informalities and to reject any or all bids.
  • Each Bidder must deposit with their bid, security in the amount of five percent (5%) of the amount bid, and subject to the conditions provided in the Information for Bidders.
  • All Bidders must be licensed contractors in the State of Tennessee as required by the Contractors Licensing Act of 1994 of the General Assembly of the State of Tennessee and qualified for the type of construction being bid upon. Contractors must not appear on Sam.gov disbarment list.
  • The Morgan County School District hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. The Morgan County School District is an Equal Opportunity Employer. Any contract that uses federal funds to pay for construction work is a “federally assisted construction contract” and must include the equal opportunity clause found in 2 C.F.R. Part 200, unless otherwise stated in 41 C.F.R. Part 60. We encourage all small and minority owned firms and women’s business enterprises to participate. No bidder may withdraw his bid within (60) days after the actual date of the opening thereof.
This project is being supported with American Rescue Plan Act, Coronavirus State and Local Recovery
Fund grant funding. Therefore, certain restrictions and other federal requirements attach to this opportunity.
